To start this off, the numerical value of Hubble's Constant can be directly calculated using only 

the speed of light (C as Kilometres / Second) and Pi (3.142), using the following simple equation 

   taken from

 "The Principle of Astrogeometry"

No meassuring is needed, just use the following equation :-

2 X a Megaparsec X C, divided by Pi to the power of 21 =  71 Kilometres / Second / Megaparsec

For this equation the standard space distance Parsec unit is the standard 3.26 light years.

That's all there is to it -no measuring telescopes, and the inherent inaccuracies from physal measuring!!
